Waste Registration and Invoicing System

The Lusaka City Council- WMU has at 1st October 2003 started the waste registration and Invoicing system. The charging of a waste collection fee is based on provisions in the Local Government Act. The income of the council through rates and personal levies is far from sufficient to provide waste collection services and as a consequence the council had to decide that a fee shall be charged. The selected fee system does however take into account the differences in income and aims at providing services against fees that are reasonable and affordable for all.

Waste Charges at Chunga Landfill Site are as follows:

1,000 kg or more K20 per kg

For special waste such as expired foodstuff, the waste disposal fees are higher and the WMU inspectors first have to inspect the special waste in order to determine how much the fee will be. The higher fee is necessary because of the extra work involved. In order to prevent that special waste finds its way back into the community, the waste is crushed and buried immediately after disposal. To facilitate this, a spot for disposal is prepared prior to the arrival of the special waste.

Waste Registration and Invoicing 

Trucks and other vehicles going to Chunga dump site for waste disposal have to pass through the Weighbridge so that the weight of the truck and the waste is registered. After waste disposal the truck has to pass through the weighbridge again so that the weight of the truck without the waste is registered. The difference between the two weightings is the weight of the waste disposed.

The above information is used by the WMU in the preparation of waste statistic reports as well as for calculating waste disposal fee. Disposal fees charged for disposal of waste at the Chunga landfill are based on weight. For each kilogram K20 has to be paid but the minimum charge is K20, 000. In view of the minimum charge, it is often cheaper to use the services of a waste collector.
