Without supporting legislation, the waste situation in Lusaka City cannot be improved. Therefore WMU has drafted by-laws on waste management.

The new By-Laws are entitled Lusaka City Council (Municipal Solid Waste Management) By-Laws, 2004. The By-Laws came into force on the 29th of October 2004.

The By-Laws cover the management of municipal solid wastes generated in, imported into or transferred through the City of Lusaka as well as other wastes for as far as these wastes are managed together with or in the same facilities as the municipal solid waste mentioned.
